Mate, that's probably just the military doing exercises. Bodmin's got all sorts of MOD activity. Not saying there's nothing weird going on, but 9 times out of 10 it's RAF doing night training...
Not saying there's definitely nothing paranormal happening, but you're right to look for logical explanations first. Basements in old London buildings are inherently weird - cold, damp, creaky.
