Has anyone actually gone out to Haydon Bridge to look into this properly? I'm up in Cornwall so not exactly round the corner, but this is the kind of case that deserves boots on the ground rather...
@JanetCipher is right about documenting fast. Write down everything now - time, duration, exact position relative to landmarks, any sounds, how it moved or didn't move.
Interesting angle but I'd want to see actual documentation before running with this. Do you have timestamps from cell outage reports in that area?

That dog behaviour is the detail that stands out to me. Animals - particularly dogs - are often the most reliable early indicators we have that something unusual is present.
