Same thing happens over here in the UK mate, big black cat sightings all over the Midlands and they always say its a "large domestic cat" or someone misidentified a dog. A dog.
Not Knoxville obviously but we get the exact same thing over here in the UK - big black cats spotted in rural areas all the time, Warwickshire included.
This is exactly how cover-ups work though - normalize the data collection, make it seem bureaucratic and boring, cross-reference everything so they understand the scope of incidents.
