Reasonable theory but you're being quite generous to government competence. Ever considered that they genuinely lost the good files? Or they were never properly archived?
Do we have insurance sorted for team members? Just asking because if something goes wrong and someone gets injured, we need to be covered. Don't want anyone getting sued.
