Classic animal behaviour that one - dogs and cats pick up on infrasound frequencies we can't hear, so they'll stare at a ceiling or wall long before we notice anything. Could be totally mundane like a fox or urban wildlife on the roof, Birmingham's absolutely rife with urban foxes doing the most dramatic things at 3am. BUT the combination of your dogs refusing to look away and the footstep pattern is worth logging properly. How many "steps" did you count and did they seem bipedal or more of a scrambling sound? I've done EVP sessions after similar incidents and picked up some genuinely weird stuff in the recordings so if this happens again get your phone out and hit record immediately. What shape is your roof, flat or pitched? That actually changes the acoustics quite a bit and affects what you're dealing with.
