That said I did notice the 2003 Northeast blackout came right before some interesting defence budget reshuffling that barely made the news. Could be coincidence. Probably is. But I keep a log of these things and a few of the timings are genuinely odd when you lay them out.
What specific blackouts are you referring to? I'd rather look at the actual dates and announcements before drawing any lines. Too many people in this community jump to conclusions and it makes the legitimate research look sloppy. Post your sources and lets actually examine it properly.
